Operational and Infrastructure Assessment of Atyrau International Airport (UATG / GUW)
This consultancy project focused on a comprehensive assessment of management processes, infrastructure capacity, and operational performance at Atyrau International Airport. Through on-site inspections, data analysis, and stakeholder interviews, the project identified key operational limitations and proposed targeted improvements to enhance throughput, passenger experience, and overall efficiency. The report evaluates the terminal and airside operations, including dispatching, service tracking, slot coordination, training, safety management, and automation potential. The analysis spans peak performance periods from 2024 and 2025, with detailed recommendations for infrastructure upgrades and digital transformation to meet growing demand.
Implementation of Centralized Aircraft Load Planning System
The project focused on the development and implementation of a centralized aircraft load planning system (Centralized Load Control) designed to optimize the operational efficiency and safety of flight preparation processes. The main goal was to establish a standardized workflow covering all stages of load planning — from preliminary data analysis and load distribution to final Loadsheet generation — ensuring compliance with international aviation regulations. As part of the project, a dedicated operational framework was created to handle all calculations remotely, enabling a centralized service model that significantly reduces the workload on airport-based teams. Additionally, the solution includes full support for maintaining and updating the aircraft database in accordance with AHM560 documentation, which facilitates regulatory compliance and simplifies auditing procedures. By consolidating the load planning process into a single managed unit, the project has minimized the impact of human error, improved the accuracy of weight and balance calculations, and contributed to overall flight safety. The system is scalable and adaptable to other fleets or airlines, making it a robust foundation for future expansion. The implementation operates on a fixed-rate model based on the number of flights processed, ensuring predictable and transparent cost management.
Fast track
This project focused on formalizing and streamlining the end-to-end process of handling passengers requiring additional support or who pay for specific services (ФТ – possibly “special transportation” or “paid facilitation”) at the airport. The process encompasses multiple scenarios, including whether the passenger has a web boarding pass, whether they are traveling with baggage, and their registration status at the airport.The workflow begins when a passenger indicates readiness to pay for the special service. Depending on whether they have already checked in online or not, and whether they are carrying baggage, the passenger is directed to either the check-in counter, the cashier desk, or both. The cashier verifies the passenger's documents and boarding status, initiates the service fee payment, and calls an agent through a coordination system (СА) to provide physical assistance.The agent plays a central role: verifying documents, checking in the passenger (if not already done), handling baggage registration, issuing bag tags, and ensuring all necessary items (boarding pass, baggage tags, receipts) are returned to the passenger. The agent then personally escorts the passenger through security checkpoints and passport control, using designated staff channels to minimize disruption and delay.This process also includes communication and documentation steps to ensure both operational transparency and accountability. Payment receipts are issued for the passenger and recorded for internal reporting.The project successfully defined a structured, consistent service model that improves passenger experience, reduces the chance of process breakdowns, and ensures alignment with internal audit and service quality standards. The flow is designed for adaptability and can scale across other stations or terminals, especially where personalized assistance and payment for non-standard services are required.
UEFA 2018
The UEFA Champions League Final Airport Operations Project was a large-scale, high-intensity airport coordination initiative implemented at Boryspil International Airport to ensure the seamless handling of thousands of passengers, charter and business flights during the final match of the UEFA Champions League in May 2018. The project brought together airport authorities, ground handling companies, aviation security, border and customs services, and UEFA’s organizational teams under a unified operational framework. The core objective was to safely and efficiently manage over 100 charter flights, 60 business aviation flights, and multiple regular and governmental delegations, handling nearly 25,000 passengers over a 48-hour period. Special emphasis was placed on fan charters for both finalist teams, segregating them by terminal (Terminal D and Terminal B), with aircraft parked on both standard and temporary stands, including military sectors and unused runway segments. The project required the development of a detailed operational and slot coordination plan, advanced baggage and passenger flow strategies, the temporary expansion of parking stands, and the setup of custom control points directly at the aircraft for team delegations. It also included dynamic apron management, aircraft towing logistics, ground vehicle routing, and staff training through mandatory UEFA briefings and real-time dispatch coordination. A key success factor was the flexibility of resource allocation and the creation of a multi-layer dispatch system (ODCA), supported by radio coordination across all parties, ensuring real-time responsiveness. Special measures were taken for wide-body aircraft turnaround management, minimizing airfield congestion by rotating aircraft between drop-off and holding zones across multiple airport sectors. This project demonstrated a high level of readiness and interoperability among national and private stakeholders to deliver world-class aviation support during a major international sporting event. It set a new benchmark for handling special operations at scale and under time constraints, while maintaining full compliance with international aviation and security regulations.
EURO 2012
The EURO 2012 Airport Operational Coordination Project was a large-scale logistical initiative developed to support the hosting of the UEFA European Football Championship, co-organized by Ukraine and Poland. The project’s primary focus was to ensure the smooth handling of thousands of international football fans, teams, VIPs, and officials traveling to and from Kyiv via Boryspil International Airport. The project involved the creation of a centralized dispatch and coordination center to manage high passenger volumes across multiple terminals, while optimizing aircraft parking, baggage flows, and security procedures. Custom routing was introduced for charter, commercial, and business aviation flights, with terminals and airside zones assigned depending on the type of passenger — including fans, teams, sponsors, and UEFA delegates.Aircraft were distributed between standard aprons and temporary remote parking zones, including the use of military aprons and portions of a secondary runway (ZPS-2). To accommodate the wave-based arrival of charter flights, parking was orchestrated dynamically, with towing operations ensuring safe repositioning of aircraft between arrival stands and holding areas. Simultaneously, specialized transport logistics were deployed, including escorted team transfers and real-time bus coordination for fans arriving from dedicated fan zones in Kyiv.Immigration, customs, and passenger processing were adapted to fast-track operations. For instance, team delegations underwent passport control directly under the wing, bypassing terminals entirely. Enhanced collaboration between UEFA, national security forces, tour operators, and handling agents enabled this seamless experience. Access to curbside pickup zones and VIP lounges was regulated through strict accreditation and timing systems.With more than 60,000 passengers processed over the peak days, the project highlighted the airport’s capacity to operate under championship-level pressure. It became a foundational model for subsequent events — proving Ukraine’s ability to deliver world-class aviation logistics for global sports events, with precision, coordination, and resilience at its core.
BRS System Implementation – Boryspil International Airport
As part of a broader effort to modernize ground operations at Boryspil International Airport, we implemented a full-scale Baggage Reconciliation System (BRS) to ensure end-to-end control and visibility over baggage handling processes. The system was designed to comply with IATA Resolution 753, enabling real-time baggage-to-passenger matching across all key touchpoints — from check-in and transfer to aircraft loading.
The project included system integration with existing airport infrastructure, deployment of mobile scanning devices, staff training, and the introduction of new operational procedures to support ramp-side reconciliation. This not only reduced the risk of mishandled baggage, but also improved turnaround times and enhanced transparency for both ground teams and airline clients.
The implementation marked a major step forward in digitalizing baggage processes at one of the region’s most complex and high-traffic hubs, laying the groundwork for smarter, safer, and more efficient airport operations.
